I converted all mine to DVD-R 22 years ago
and not those are in trash, video tape movies are ugly.

Hi, did the remote come with a manual?if it does,that means you will see the user's guide for the remote about the instruction and the different functions it has.
Also i guess the remote is not a universal remote or the reote is not the exact one for your system.It might not work properly with it...All buttons will not function properly..
You need to program the VCR (which turns the sey on/off) as an aux, then program any Panasonic TV type for TV, and then set the STB button to control STB, TV and AUX and you should be set.
