The external cd drive should be having both CD and DVD options, that is Combo Drive or Super CD Drive where you can write all your data on to the DVD - eitherway it can be done. You can copy the data from DVD / CD on to your toshiba laptop.
Best solution is replace the exisitng laptop to a latet one with Vista option. Will solve your probllm. Otherise try to contact the local authrozed hardware engineer to assist you in solving this problem.
check the data cable and power cable,does the light in the floppy stay on if so you have the power cable backwards.is the drive connected ot the right end on the data cable. if the answer to these are yes then you have a bad drive.
No you don't need a driver, as they run on controllers. If the system never had a floppy drive before, then you will probably need to turn the controllers on in the BIOS.
When you turn the system on, keep pressing F2, or Del. This will open your BIOS settings screen. The first screen you should be looking at, tells you the time and date. It should also allow you to change any floppy drives you may or may not have. If you can't change them, then you may need to have a look through all you settings, and find the one called FDC (Floppy Drive Controller). Make sure it's Enabled. Once you have done this, save and exit. The system will reboot, and you should now have access to the floppy drive.

External, parallel port based FDD's are just too darn old and uncommon, and there's no auto-detecting on these things. These things also come with their own power supplies - so make sure the power supply is plugged in or else it ain't gonna get no power - and then you'll need the drivers (which I doubt will be XP compatible).
A USB based external FDD would be a much easier solution!
is this a dvd re-writer or a external floppy drive as advertised?
if its to copy dvds, install nero on the machine, then download a program called dvd shrink its free and can be found on google, put film in the drive, run dvd shrink, click backup, it rips it to c:\ then disc pops out and you put in blank dvd and :-) its done..
