Engine speed cycles up and down unless the choke is applied.
Just had the same problem found the internal jets in the carb plugged took it apart and soaked it for a couple days runs great now

Replace the float, sometimes they get saturated and look fine but are'nt. Also clean out the jets and bowl. The needle and seat may be worn as well. In other words, rebuild the carb. This time of season, after the equipment has been sitting all winter, I rebuild 25 or more carbs a week. It should cure your headaches, and solve your problem.

the engine is getting to hot or the oil level is to low check to make sure the engine is getting the air that it needs while running they have air vents in hood as well as on sides of most of those tractors or i would mow for a while & put in a cool place to cool down if i can further help e-mail me wade at [email protected]

IF YOU HAVE THE ENGINE APART YOU MUST LINE THE TWO DOTS FACING EACH OTHER THE PISTON MUST BE AT THE TOP OF THE CYLINDER FROM THERE PLAFCE THE CAM IN WITH THE DOTS ON THE CRANK AND THE CAM FACING EACH OTHER. YOUR ENGINE IS NOW IN TIME. NOTE: THE DOTS MUST BE PERFECTLY IN LINE

too much oil...drain it (all of it !!) and refill with "no more than" 2 qts...keep checking it as you fill...now...since it has been smoking, it will for a while until the oil residue in the muffler is burned out...also, replace the plugs...cleaning is no guarantee that they won't foul out...
