SOURCE: telex copyette 1-2-3 you can hear both sides at the same time

Clean the heads, oil the spindles.
Basic problem is the tape alignment is off a little. Could be caused by too much tape tension causing it to wander.

The delay allows for the leader to pass the record head until modulation (sound) is detected. This is a normal design feature

Are you in the USA?
These are all mostly pretty old units by now but pro equipment none the less.
It's got circuitry problems but may be worth repair as I'm not sure anything like this is made anymore.

Our machine does not seem to be copying on all the cassettes. One is the only one that is working now and it is recording at a delay.

Is it that they are all working maechanically, but the recordings are duff? or mechanically it's failing?

If it's recordings, the heads will need cleaning and degausing.
If it's mechanical, probably the belts require replacing and the unit needs a service

Can I use this machine (telex copyette 123)to cancel old cassettes by copying a blank cassette onto three cassettes??

You should be able to do that with it, but note that this is a mono copying machine rather than stereo, so it may not entirely write over the existing recording if it is in stereo and the heads are in a slightly different position, but that would be the same for a stereo recorder too.
I think it will work, but really for decent recordings, I wouldn't recommend 'recycling' tapes in this way, they deteriorate fairly quickly.
