Disable integrated graphics

I assuming you want to install a new video card. Enter the BIOS and change from "onboard" to maybe PCI, PCI-e ,PCI 1x etc, shutdown the PC install your card. Start PC and install the software for the new GPU if windows 8 doesn't have a driver of its own.

Why is dell optiplex 780 lights 1 & 3 ok and power button amber?

An Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard.
Remove any PCI cards like modem, video card, sound card, etc... Remove the memory modules and disconnect cables to CD/DVD drives. Look at the USB ports to see if any are damaged.

Don't know how to restore files from backup done with North Ghost

Using Norton Ghost 9.0 is very good program to backup your System & Documents.
You said the PC is dead then you want to restore back your System to a new PC.
All you have to do is that Norton Ghost 9.0 CD is Bootable.
Of course also your external hard drive are plug in it too.
Manually you're going to open that Sv2i file to restore back again your old system but there are some programs that are not going to use. Like for example: System Drivers (Motherboard Driver, LAN, SOUND, etc.) but at least you have the Documents and the rest of the programs run again.
I try it myself this kind of situation, I'm using Windows 2000 with Norton Ghost 9.0 version, and it's 100% works. Good luck!
Hope i might give you some tip & idea.
Tell me more about if you got a problem.
Please rate me.
Thank you.

Faulty motherboard?

It is possible that the new (secondhand graphics card) was faulty and sent an incorrect voltage to part of your motherboard (frying it). However in my experiance it is not likely, I have installed and un-installed 100's of video cards over the last 10 years many of them faulty and only on one ocassion did it ever damage the board.
Things to try:
Double check (triple check) that your card is seated properly in the pci-e slot, this is one of the most overlooked things and is one of the most common problems when installing a new video cards. It may be drawing power from the slot but could still be slightly out of line.

Also most new ish psi-e card require an additional power supply direct from the PSU, did you connect this up if needed. (don't know what make the graphics card is so just in case)

Remove the cards and check the slot for dust and dirt, quite often when you remove an old existing card you can dislodge dust/durt from around the slot pushing it into it, thus making a bad connection to the video card. Blow the slot clean with a compressed air cleaner, can should cost £5-£10, don't use vacuum on the motherboard as this can cause extreme levels of static.

Are you sure you didn't knock a component on the motherboard during installation?

If you have tried all these things then you may have a damaged board. You could take it to a repair outlet to check the board over. They would be able to check the voltages etc... and may be able to locate the trouble.
The Pci-e slots can be replaced and re-soldered but it is a very skilled operation, to be fair you would be much better off buying another board. Lets face it, the slot is probably ok, you may have blown something elsewhere on the board.

Hope this helps and let me know if you solve the problem

Trying to reinstall norton ghost v14

you need to remove Norton with Nortons own removal tools. Add/remove program not the same thing as it leaves stuff in the registry. Go to norton.com and get removal tool..Run it, then try the re-install.
