It depends on the manufacturer of your telephone. Typically many manufacturers, such as Nokia have software available from their website that allows you to connect your cellular phone to your computer with the proper data cable or bluetooth. Motorola requires you to purchase the software to do so. If you Google search your question with the model of your cellular phone you will likley find an article identifying what you will need.

How can i connect my samsung rant to my pc

Samsung does not offer a Data Kit software package, for the purpose of transferring data between the handset and a personal computer or for using a Sprint handset as a modem for a personal computer. However, depending on the model, there may be a media card slot located on the side of handset or in the battery compartment that allows information to be transferred to a personal computer with the use of a media card reader.

USB (Universal Serial Bus) is a type of plug-in connection that is used to connect devices, including some handsets, to desktop or laptop PC's. In a handset, USB is useful for quickly transferring files to and from phones, or for synchronizing information with a PC application. The only USB setting needed for data transfer is the Mass Storage Connect to PC setting.
To access the USB setting follow the steps below:
  1. From the standby screen, press the Menu/OK key
  2. Select Tools (0)
  3. Select Mass Storage (6)
  4. Select Connect to PC (1)
  5. Connect the data cable to the PC's USB port and the handset Charger/Accessories jack
Note: No USB driver is needed for Windows 98 or XP. Other operating systems may require a USB driver that can be downloaded from http://www.samsungwireless.com/ usbdownload

I downloaded a ringtone to me Samsung rant and it went to my playlist. How do I move it to "My stuff" to use it as a ringtone.

you can not. you need to use a phone uploader and upload a ringtone from your computer to the uploader and either send yourself the "jump code" or send it via SMS. if you use Sprint, go here: http://rumkin.com/tools/sprint/

I have a Samsung Rant, received ringtones via bluetooth

I've never received ringtones via bluetooth, but I do know Samsung made it ridiculously hard to customize your ringtones on the Rant. The only way I know of to do it, other than going online on the phone and downloading ringtones there, is to use a site like Myxer to send the songs you want directly to your phone.

Data cable

the 8910 doesn't support ring tone programming. you are stuck with the preloaded ring tones. even with the data cable.

Mp3 ringtone

You will need to download Motorola Phone Tools. Google it. That is all I can say. It will let you load pictures, videos, and mp3's as ringtones.

Music

First you need to install the software driver for your phone/data cable, then plug the data cable on your pc then to your phone while its still on. then browse MY Computer if use windows then look for a removable drive that would be your phone. you have several option to transfer the music, you can copy the music from your computer then paste it on the sound clip or ringtone folder on your phone if there is one or you can just copy it directly to your phone just by copy and paste.
