this is a very common problem with these toro mowers. the needle valve in the bowl of the carb. is plugged up with dirt or varnish from the fuel. just under the primer bulb there is the carb bowl. it has a nut under it that holds it on remove the bowl and make sure fuel flows constantly while the bowl is off. push up on the float to stop the gas flow. this could be messy and dangerous. careful with the gas. its flammable. best solution is to remove the carb and soak it overnight in a parts cleaner like gunk. caution small parts inside. this happins every year on mine no matter what i do. seems like the orifice is so small it clogs easily. good luck

You will need to disassemble the carburetor and spray with carb.cleaner. Use a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152), to clean the small portals and/or the jet in carb. These portals can become blocked. Replace the diaphragm as well. Reassemble and start.

SOURCE: electric starter not working on Toro

I've had the same problem (I think) - the starter will not activate. First time, I found the fuse that's attached to the battery "tray" had corroded. For that I put a good coating of silicone dielectric grease on the fuse contacts and holder. This keeps moisture out. With that it was good for a few months. Now it's gone bad again. This time the fuse is good, but the battery is dead, and so dead that it won't recharge. Apparently the cause of the discharge was/is grass and moisture finding its' way into the battery area, and providing a conductive path between the battery terminals. I was recharging it regularly, following the owners manuals' instructions, so it's definitely not a negligence problem caused by me.
So, obviously what we have is a design flaw in the mower that allows grass clippings to get into the battery area. Time for a recall, but for a quick fix for your current pioblem, you might just find the fuse is corroded, and a replacement + non-conductive grease may be all you need to git'er going.

Toro 40" walk behind pull start ran fine a week ago would not start changed fuel filter new plug cleaned carb and filter still won't start.

Try starter fluid to determine whether its a fuel problem or spark. Remove air filter cover and filter and spray a short burst (about 1 second) of fluid into carb throat (or as close as possible behind baffle C) and promptly pull starter cord.

Pull rope will not pull

Remove recoil rope assembly. Ensure rope is properly wrapped around. While recoil assembly is removed use ratchet and socket to rotate fly wheel, remove spark plug first, observe compression and exhaust at spark plug whole during rotation of fly wheel. Clean or replace spark plug. Ensure oil is full. 30w. Set spark plug gap. Always use Stabile in gas. Replace coil rope is required. Purchased by the foot at any mower repair store.

No spark at plug

27 years of service for an ignition coil is close to amazing. Recent machines using magneto-type ignition systems are doing well if their Chinese-made coils last a couple of seasons.
I'm pretty sure that is what has failed in your Toro and I hope you can get a replacement from really old stock so you aren't doing this again in a couple of years.
A tip: Use something to measure the gap between the magnets of the rotor and the core of the current ignition coil before you remove it and set the gap the same for the new one. Some setups are fussy about that gap.

I have toro 6.5 super/recycler that stalls out after about 5-10 minutes after it starts up then it will not start for about 30 mins. i've changed the spark plug and cleaned the filter

Dont know if this is the same problem but it may help. I've recently bought a used Toro 6.5 recycler and have cut the lawn 3 times with it. This third time it began to stall out on me. If I hit the primer button several times it would start up but then die again. I thought I'd have to pull the carb and clean it, ut after looking at a few problem listings online I realized it was probably just some trash in the needle valve. I managed to get it running again by first pushing the primer pump 3-5 times, then pulling the cord to crank it, then while holding the contact bar in place with one hand to keep it running I reached down and pumped the prime button a few times before it cut out again- after one or two tries it apparently flushed the trash out and it ran fine again. Had the same problem later and fixed it the exact same way, then went on to finish the yard.

No spark

could be a bad plug or sounds like the coil has gone bad. might try cleaning the ends of coil where it meets the fly wheel. any rust or corrosion will dampen the spark
