Should I have power at both elements all the time?

Push circuit breaker fully off and then fully ON
Test for 240 volt across top twp screws on upper thermostat.
If tank was not full of water when breaker was turned on, then upper element burned out.

Yes both elements will test for 120 volt to ground at all times... but it takes 240 volt to heat element

I have a GE "SmartWater" Model #GE50M6A It only has 120 volts on the lower element. It is not heating water, but does have 240 volts to the upper element and, as I stated, 120v to the lower element.

1) Test elements, and if elements are good, replace both thermostats
http://waterheatertimer.org/How-to-troubleshoot-electric-problems-with-water-heater.html

2) Test across top two screws on upper thermostat for 240Volts.
If this test shows 240V, then no more voltage testing is needed.

Electric Hydronic Baseboard Heater, 240 Volt: WHEN I TURNED ON MY ELECTRIC BASEBOARD HEATER THER...

My PLF504 detonated this morning (11-25-2010). It worked fine for two years then BANG. Room was lit by flame coming from center (left to right) of unit. I wrote Marley asking them to honor the 10 year heater element warranty. Also, no burnt wires at thermostat connection, no dust bunnies on the fins. Source of fire was the fluid filled encapsulated heater core. Thank God, circuit breaker tripped and wall was tiled.

I have a few baseboards in the house and two of them controlled by a thermostat just stopped working

I AM ASUMING THESE ARE ELECTRIC BASEBOARD HEATERS, I ADVISE TO CALL A EXPERT BECAUSE YOU ARE DEALING WITH ABOUT 240 VOLTS OF ELECTRICITY, BUT THE PROBLEM MAYBE THE THERMOSAT ITS SELF, CHECK TO SEE IF THIR IS 240 VOLTS AT THE THERMOSTAT, IF NOT MAKE SURE THERE IS 240 AT THE BREAKER, IF THERE IS POWER AT THE BREAKER, THE THERMOSTAT. CHECK AT THE HEATER, ONE LEGG OF THE BREAKER CAN BE BAD, THESE ARE VERY COMMEN PROBLEMS AD OUT OF 200 HEATER PROBLEMS IT IS USALLY ONE OF THESE, PLEASE LEAVE FEED BACK IF THIS HELPS YOU THANKS

Basboard heater installation

if the heater is 120 volt or 240 volt its really pretty easy. at either end is a cover. remove the cover and you'll see a wirenut or maybe just two wires. one side has an integral thermostat. connect your supply to the two wires on the thermostat. connect the other end in your breaker box with the appropriate sized circuit breaker. wire size feeding it will depend on its current draw. how many watts is the heater? 1500 watts will draw 6.25 amps at 240 volts so you can use 14 ga wire. 2000 watts will draw 8.3 at 240 volts - so 14 ga is still ok. 2500 watts at 240 draws 10.41 amps. 3000 watts draws 12.5 amps at this stage I'd use 12 gauge on a 20 amp breaker.
