Check the crankcase oil is not contaminated with fuel.
Inspect the sparkplug. If its oil fouled (black sticky wet deposits), do a cylinder leak down test.
If plug is oil fouled, you could replace the plug and it will run but it will likely oil foul in an hour or so or even minutes... it would confirm rings are shot and the leakdown test not necessary, but be sure fuel is not getting into crankcase.
It's also possible the decompression mechanism has failed. It will start with the extra fuel from priming then die. Could also be impulse air to fuel pump... model number?
Double check air fuel mix screw settings for new carb... again model number?
Loosen the carb bowl nut until it begins leaking into the shallow clear glass bowl you placed beneath it. It may take a minute to have drained the water out of the bowl and another minute or so to get some more from the gas tank. With the glass bowl you will be able to see the water in the bottom and gas floating on top of it. When you see the gas on top then tighten the bowl nut and try to crank. (Choking helps draw out water still in carb) Return gas collected. to tank but do not let the water go back in.
This is usually caused by either the introduction of air between the carb and the engine (loose carb mounting bolts or nuts) or.... debis in the fuel system. The debris in the fuel system would be on a float bowl type carb. If you have the carb that is mounted on top of the gas tank... tighten the screws that hold the carb to the tank.
If you pass me a complete / exact engine number off of the air shroud by the spark plug lead, I will pass you a parts list and identify the parts you need to look at.

01 Sounds like it is running out of fuel because it wants you to choke it to get more fuel. 02 Might have a restriction in a fuel line. Disconnect at carb and see if there is a good flow of fuel. 03 Loosen the fuel tank cap and see if the same thing happens. Cap might not be venting. 04 Any black smoke from muffler?
try just the wire itself. make sure there is a bare spot on the block and see if there is a spark... if so it is possible that the spark plug is defective (it does happen)
if you cleaned the carb thats great however if its a carb with a fuel bowl youll have to unscrew this and clean it to they have a habit of accumulating dirt and rust from moisture after cleaning bowl fuel should flow corectly without obstruction allowing smooth running operation also spark plugs are pre gapped for your mower model no need to adjust unless you bent it or are toing a custom projet such as go cart
You didn't state the year or engine size,,,, On the firewall,( passenger side, back of engine compartment, it's round) on fuel injected models, relieve pressure of fuel line before beginning- gas cap off,also must release pressure on fuel injected models- some have pressure release on top of filter, others on fuel rail,this will be a bolt on top of a bolt. Hold the bottom bolt (w/ open end wrench, loosen top bolt w/ 6mm wrench. Cover with rag, so you don't have gas shooting up in your face. Carb models: have 2 filters, one inline in engine compartment, 2nd under car attached to fuel tank. Open gas cap to relieve pressure before starting removal on carb models. countrycurt0
