I'd say unplug the keyboard, boot the computer without the keyboard, then use the windows key to shut it down, then plug it in and turn it back on, if it continues to do the same thing you can look for a secondary program running that handles the keyboard and see if it has a configuration option. If none of these things seem helpful, look in the bios, see if there is something funky in there that handles keyboard functions. If all else fails, purchase a cheezy keyboard from best buy and try that, if it works properly then u know it's the keyboard, if it doesn't, return the entire system as it could be a malfunction with the "bios" basic input output system that is not translating information properly.
Just a fyi, I'd return it anyway and get a dell.
