I have a laptop with vista home basic and got the Google EULA after installing google earth and trying to run it for the first time. Many people advised task manager procedures. I cant even find a task manager!! Scheduler yes but no elements within it to remove items. I am a mac person reallly, just taking advantage of a sort of free laptop that came with a mobile upgrade!!!
Your solution worked using the start up section.

Easiest way to get rid of the EULA is to agree to it. If the Agree Button is no visible, then press TAB until the highlight disappears from the screen then re-appears. Once it re-appears, press SHIFT+Tab (Moves tab backwards) once and press enter this should agree.
The Google EULA is normally for the Google desktop, once at the desktop you can uninstall it if you like.
Just try this trick maybe it works for you : Go to Control Panel Click User Accounts and turn-off User Account Control, then click ok to restart your computer.Start an Office program, accept the EULA, restart an Office program to make sure EULA doesn't pop-up, go back to User Accounts and turn User Account Control on, then click ok to restart your computer once again.BTW are you using vista?
PROBLEM:Google toolbar EULA window that is cut-off on the right and bottom of the screen. DISCUSSION:User is unable to minimize, close or continue because those buttons are off the window. The window is always on top and convering the whole desktop. Could not get to control panel because it opens behind EULA window. RESOLUTION:You can fix this issue by ending EULA task in task manager. Then increasing the screen resolution from 800 x 600 to 1400 x XXX. After restarting with the increased resolution, the EULA window comes up but is not cut-off. User is able to continue with the option to install Google toolbar or not. When finished with it, change resolution to desired size
To stop the problem completely, you need to go to 'Task Manager' then
'Processes' click EULA.exe then 'right click' and click 'Open File
Location' do that with all EULA.exe and go to the open folder and
delete all the files associated with it or delete all you see on that
folder. Restart window afterwards and you will see the problem is gone.
