It is most likely a bad CD. Try other CD's, and if they work fine, then you have a scratched (visible or not) CD. If very few or no other CDs work, then you have either a bad CD drive or a bad Driver.
Try going to the CD drive's website and find an updated driver. If you already have the latest driver, try re-installing it, then restart your computer. If none of that works, then you should try a different CD drive.
Also, if your not an administrator, try accessing the drive withe Admin privileges. Also, try the CD at school or work, or a different computer and see if it works.
