What can I do to fix it?
Plasma TVs run on decent voltage. It is likely the power supply has encountered some damage. This could be a loose solder joint near a transformer, or a shorted out component. It is a lot of detective work. I would try to find a new power board online somewhere. There are people that pick up broken tvs for a living out there if you would rather sell it. Power board is their favorite type of damage and they offer extra money for them that way.
