Operating systems are written in a variety of computer languages, including the one you mention, C++. What they use often depends on what part of the software they are working on. User interfaces can be developed using anything from Visual C or even Visual Basic, to C++, and others. Low-level code (such as the kernal, in Windows) is usually written in some form of assembly-level code. Microsoft has several hundred programmers who do nothing but work on Operating System software.
