Sounds like it is working order.

A single beep should mean that a picture was taken, but the display should change from 26 to 25 indicating that one less position is available.

Apparently a double-beep would mean that sufficient light is not available to take a picture, so a picture is not taken. Could this be what is happening to you?

There are some other indicators in the display area that might give you a clue to the problem.
