I assume you've got an error code on the panel. If unplugging the unit for half an hour doesn't fix it, you will need to find out what the code is and then deal with it. Sometimes, if you open the unit, you can cycle connectors and get them running. It is possible to test each item with an ohmmeter. If it is the electronics, it often does not pay to repair.

There's a float in the watertank that should go up when the tank is full. A sensor in the machine will tell it that there's enough water in the tank. So, the float can be stuck, if not then maybe there's something wrong with the sensor. Or, worse, the main board is broken. Hope this helps a bit.
I am not familiar with the button itself but I am familiar with stuck buttons. If this is an analog (push down button then is most likely stuck in cover or housing. For this you can use a pin or small screwdriver and gently pry it back out from the side it is stuck on. If this is a digital (touch button) then you will most likely have to replace the board it is on. One thing you can do is take it apart, unplug the board the button is on, leave it for a few seconds and plug it back in. That might reset this.
It seems that the dial knob and the electronic opto coupler don't work anu more. You can replace the digital panel by try to find a broken machine on ebay. Unless you are an electronics engineer like me (you can try to replace the optocoupler). See the post on leaking xp7240 for opening up the machine... it's tricky but easy.
