hi, toshiba computers commonly used tool is called burnt record now, it works properly, that you get at the start + all programs + sonic + record now, try using this tool, if the fault persists, you should have problems with your unit cd-dvd
Also, you didn't say whether it was a video or data DVD. Assuming it's a video DVD, you'll need an mpeg2 decoder. (Something like WinDVD, PowerDVD, or Nero Showtime, or one of the many open source alternatives)
If neither video or data DVD's will work, you may need to update your driver for the drive, on the Toshiba website.
I had the same problem and spent some time looking up this issue. I have a sony dvd player and it seems to have trouble reading almost any burnt dvd or cd. I have read that sonys seem to prefer the cheap dvds and cds for burning. It seems the cheap'O dvd players play burnt dvds and cds better that the nice ones, go figure.
There is more info out there about making sure to burn dvds and cds in the correct format. You can try different burning software that has more options than just vista. If you are creating a dvd from a movie file such as an avi or mpeg, please explain more on what you are doing and trying to accomplish.
First...I don't understand what the check box in the drive's recording properties is asking "Enable CD recording on this drive"????? It is another Feature that is provided for your DVD burner harware device,(you will understand indepth once you come across some thing to use that feature on Your Own)

Nero is one of the Most commonly used Burners and there are Trial Versions available for Free for you to download and use it. besides that you can try softwares like Roxio,SONIC and ay more...
Third...is it a DLA file I need, or firmware, or do I have to do something in Windows to fix this problem???? I dont think you will need any of those because the 24X is the Max speed for your DVD burner you can adjust the Burning speed by being able to Adjust the setting from you DVD software(which entirely Vary from Software to software)
Check the settings on your Sonic Record Now. I think you have it set to copy data to your hard drive, look for this in the options menu. You should clean out all temp files too in case it is storing them there from the DVD sessions.
