Connect the two hot wires(black and red) to the two outside teminals(order does not matter here as long as you put one wire to each terminal). Remove wire or metal strap from center terminal to frame. Connect white wire to center terminal. Connect green wire to frame. (ground)

I INSTALLED A NEW GE DRYER WITH A 4 WIRE HOOK UP. I USED A TWIN 30 AMP BREAKER AND WIRED THE GREEN TO THE FRAME AND WHITE TO THE CENTER REMOVED THE STRAP RED TO RED AND BLACK TO BLACK. THE DRYER RUNS BUT DOSEN'T GET HEAT. COULD THE OUTLET BE THE PROBLEM IF IT'S RATED 250VOLTS ?. THE SERVICE TECH SAID IT ISN'T WIRED RIGHT.

Change a 3 prong plug to 4 prong

Is it an electric dryer or gas dryer? If it's a 120 volt gas dryer, then no, you need to keep it on a 3 prong cord. If it's an electric dryer, then yes it is possible to install a four prong plug onto it. Although it isn't recommended.
The main thing you need to know is which wire is ground. From the machine, it should be the green wire. On the plug, there should be on prong that is slightly longer than the other 3. The ground has to be the first one in the wall receptacle and the last one out. So the slightly longer one is where the green ground wire needs to be wired in. The other two wires are both power so it doesn't really matter which prong you wire those wires at.
Once again I'll remind you that it isn't recommended to convert 3 to 4 prongs like that. Just be careful and make sure you aren't touching any live wires.

My whirlpool wt87882 electric dryer has no power.

The following link explains how to properly install a power cord to an electric dryer:

http://www.fixya.com/support/r793520-3_prong_4_prong_power_cord_conversion

The primary difference between the three-wire and four-wire configuration is how the Neutral and Ground wires are terminated.

In a 3-wire configuration these two wires are terminated together at the terminal block (usually via a grounding strap).

In a 4-wire configuration these two wires are independent of each other. DO NOT terminate these two wires together if using a 4-prong plug. Neutral (WHITE) is terminated at the terminal block. Ground will be terminated on the equipment cabinet somewhere (usually by a ground lug).

NOTE: If your home currently uses a 4-wire outlet, you are required to use a 4-wire plug to be within the National Electric Code (NEC) standards. In addition, if the wires on the power cord or terminal block are not color coded, the outer two wires are your HOT leads. The middle wire is Neutral.

If you have any questions about this repair, please let me know. I hope this helps you.
