The engine drain plug is on the main (square) base part of the cylinder block. I think it is 10mm. There is a compression washer to seal it aswell so it might need a bit of extra pressure to start it undoing. This should drain your block almost completely.
For diagrams go here, you will need the engine serial number and prefix.

Where is oil drain plug on troy-built waterpressure Honda GVC 190?

some small engines do not have a drain plug it may be at the bottom of the engine under neath where you can access it with a socket or hex key
or if none there , empty the fuel tank and pour the oil back out the filler tube
normally there is be around a pint (300 mls )
it may be a pain so check around underneath for the plug first
it is the same engine as used on lawn motors but with a different crankshaft to fit the pressure pump

I have a black max gvc 160 cc engine and the valves are sticking need help on how to fix it

Without disassembly, you could try some crankcase additive and fuel system treatment. One product in the same container can do both. Go to the auto parts store and purshase a bottle of Sea Foam Fuel System Cleaner. It is for automotive use and your Honda qualifies. Add a proportionate amount to the gas tank (an ounce or so) and add a small amount to the engine oil. An ounce or so would be plenty. Run the engine just at idle awhile and give the chemicals a chance to work. It will clean up the carburetor and most likely the valves. You may want to drain a couple ounces of oil from the engine to make room for the Sea Foam. Overfilling the crankcase is bad for the engine. If this doesn't resolve the problem, disassembly and internal parts cleaning would be required; but it probably won't
You will need to do an oil change after adding the Sea Foam to the engine and running it as it will become dirty.

Check the fuel.

Drain some of the fuel into a white contain...I use a paint can lid. If it yellow to orange in color it's bad. You can pour the fuel into your car to get rid of it. A car has electronics that will compensate for poor fuel quality, small engines don't.

Check spark.

Remove the spark plug and reinstall the wire. Lay plug on the engine block where it can contact it. Pull over the engine. You should see spark. If not change the plug. If still no, I give you further instructions.
