I imagine You are using PAINT to do this because you assume it's simple or free? I have found PAINT to be difficult and largely uncooperative. I'd fix this by recommending you try GIMP. It is a lot easier and totally free. GNU is your friend, no really.
It's the next best thing to Photoshop, but it's absolutely free. No tricks because it's made by people like us who believe in FOSS (Free and Open Source Software).

First Click on the Paint Bucket Tool, then select the foreground color that you'd like to use as your background fill, hold down the shift key and click the work area background behind your canvas to replace the default grey background with your color.
