Look for the camera software on your desktop and click it. If it is not
on the desktop look in the program list. Click Start/Programs and look
for any reference to the webcam or camera. Sometimes it might be hidden
in one of the Acer folders. You might also see if it is in something
such as some type of Entertainment folder.
You can always
download Manycam and install it. Go towww.google.com and in the search
box type: "download.cnet.com"(without the quotes). Click on the link to
go to the site. When thesite opens look down on the left and you will
see a gray area that says FindSoftware. Type "Manycam" (without the
quotes) in the whitesearch area then hit the search mirror. When it
brings back your resultslook for the one that says ManyCam Virtual
Webcam. Down load it andinstall it. Make sure you remove the check box
on any junky programs itwould like to install. You only want to install
ManyCam, no additionswhatsoever during the install. ManyCam is totally
FREE and easy to use,and you will always know where your webcam
software is.

If you want to go down the route of reinstalling windows, you will need the windows disk which came with the laptop.
Insert the Windows CD that came with your PC, and reboot your
system. If you didn't receive a Windows disc with your machine, the
files you need are sitting in a hidden partition on your hard drive. To
access them, press the keys indicated on your screen when you reboot,
but before Windows loads.
If it gives you the option to boot from the CD, make sure to do this.
Once you have got to this stage you follow the steps through. Delete all the partitions and the format the hard drive. You will then be able to do a clean install of windows.

I wrote to Acer myself about this and this is their reply.
The
other way before Vista starts up is to tap ALT + F10 (at the same time
repeatedly) when the computer is first switched on.. The window of
opportunity is very small, so this may take a few attempts
Once you have tapped both the ALT and F10 repeatedly, you may see a screen showing:
“Edit Boot options for Microsoft Windows Vista”
If you see this, unfortunately, you have missed the window of opportunity, and you need to restart, and try again.
If you see this:
“Edit Boot options for Windows Setup” OR “Edit Boot options for Acer eRecovery”
Then
it indicates that you have tapped the ALT + F10 correctly, and all you
now need to do is press “Enter” and the Recovery program should load on
your screen after a short pause..
In some cases, you may need to remove the battery (for notebooks only) and run the machine directly from the mains.
The Disk2Disk recovery feature allows you to recover the system without recovery CDs.
This will return your system to factory settings and will delete everything stored on the machine.
If possible we strongly advise backing up anything important on your machine before starting the recovery process.
