When you say "fan" do you mean case fan or CPU fan? Almost sounds like the CPU fan is inoperative and the system is shutting down on CPU overtemp, then trying to restart.

Lasko tower fan starts then stops, then starts again

it seems like dry bushes in the motor and it is seizing up. have an electrician look at it and see if he knows how to lubricate the bushes.

My fan randomly starts up then stops repeatedly

Try cleanig with a can of air. Most likely dust build up.

Computers are always processing, even without user input. Not to mention regulating heat.

It will not boot up the fan starts but stops after a few seconds. I just get ba white screen. it could be the video card

when the fans start and then stop after a few seconds the processor is shutting down on the protection circuit. check for swollen capacitors. very small and hard to replace but critical to motherboard operation

Power On, Fans start but stop in few seconds and that's all

May be there is a problem in the windows, but suppose it is not booting at all.

First Check once more your boot options from bios menu
Second If it still the same thing, extract your battery out of your laptop for 12 min, then try to power up your laptop pluging in your power cable(don't use your battery)
Third If it still not working, there must be a problem in your cooling fan, so check it, also check your motherboard & your graphics card (Most of this problems happens due to a problem in the computer cooling system in motherboard & graphics card)

Hope it works for you Christos

The small fan does not want to run, it runs for a few seconds and stops, my computer keeps rebooting

when the fan stops 2 things are happening 1 the bios sences no rpm speed from the fan or the processor heats up to quickly and the safety in the bios will shut it down. try moving the fan connector to the case fan connector then go into the bios and change the fan settings. this is only a temp fix the fan stopping tells me that the onboard cpu fan regulator is going out and this is a precurser to more problems to the board going out. also just to be certin check the power supply 4 years ago i came across this in a gateway it was weird.
