High pitch crackle buzing sound when set turned on (by 2 users)

I have a JVC 32 inch TV model AV-32730 that was given to me, when I turn the set on it has a high pitch crackling buzing sound for about 30 seconds then the sound becomes normal with no noise. This only happens when the tv is turned on after it has been turned off for a while and the set is cooled down. I also noticed the sound seems to go up and down almost fading in and out when watching.

Additional info on this problem. I found if I turn off the speaker berfore I turn off unit the turn it on wait about a minute and turn on the speaker there is no noise.
