The short answer is that your computer is infected with spyware that actually infects Norton itself, so that it cannot remove it. it is Fixable but its complicated and I'm unsure how much you know about computers. It might even be easier to reformat.
but if you do the following it will fix it.
(Disclaimer: if you are not comfortable with the following please get a professional or don't attempt. The easiest way is to reformat)

also i personally use the following sites on a daily basis and stand by them 100%

Get the Pocket Killbox from here:

http://bleepingcomputer.com/files/spyware/KillBox.zip

Unzip the file to your desktop.

Go offline until this is completed (you may wish to print these instructions).

Boot into Safe Mode and do a search for these files:

guninst.exe
popup_bl.dll
systr.dll
svrhost.exe

Delete any found, and then do a search for param32.dll

Run Pocket Killbox and paste the full file path of param32.dll in the box and click on Delete on Reboot. Click on the button with the red circle and an X in the middle; you will get a message saying File will be deleted on next reboot, Process and Reboot now? Click Yes to reboot. (Note: the 'file path' will be something like C:WINDOWSSystem32param32.dll)

Delete any unwanted icons from your desktop.

Empty your Recycle Bin.

Go to AddRemove Programs in your Control Panel and remove ADVANCED SEARCHBAR, if found.

Scan with hijackthis (download it here), and have it fix the following entries:

R1 - HKCUSoftwareMicrosoftInternet ExplorerMain,Search Bar = about:NavigationFailure
R1 - HKCUSoftwareMicrosoftInternet ExplorerMain,Search Page = about:NavigationFailure
R0 - HKCUSoftwareMicrosoftInternet ExplorerMain,Start Page = http://www.newgenlook.info/ad/ad0278/

Be sure all windows are closed, other then hijackthis, before hitting Fix checked.

A few more things need to go.

1. Open a DOS box by typing "command" (omit the quotes) in the "Run.." option under your Start button menu.

- At the command prompt in the DOS window, type the following command:

regsvr32 /u C:WINDOWSSYSTEMHIJENCA.DLL

Close the DOS window after the command command completes

2. Run HijackThis again and have it fix:

R1 - HKCUSoftwareMicrosoftInternet ExplorerMain,Search Bar = about:NavigationFailure
R1 - HKCUSoftwareMicrosoftInternet ExplorerMain,Search Page = about:NavigationFailure
R1 - HKLMSoftwareMicrosoftInternet ExplorerMain,Search Bar = about:NavigationFailure

O18 - Filter: text/plain - {7CDBC5E3-BE71-11D9-9E02-00084A455E60} - C:WINDOWSSYSTEMHIJENCA.DLL

3. Search your system for the C:WINDOWSSYSTEMHIJENCA.DLL file and delete it if it still exists.

Sorry but this particular virus/spyware has no real quick fix and it has many many names.

The blinking line in the address bar runs across the address bar causing my page to scroll all the way down and when i try to scroll back up the page bounces

Is this adress bar the internet search ?
This might be a mouse related problem

Make sure you have the right mouse selected click start control panel mouse hardware you will see which mouse is selected.
You might have to uninstall the mouse then restart your computer then reinstall the mouse and its drivers.

Click start control panel administrive tools computer management device manager scroll to mice and other pointing devices you might see a yellow exclamation mark ! or question mark ? or a red x
Right click you will need to update the driver.

Click start control panel mouse you should see 4 tabs buttons, pointers, pointer options and hardware under hardware you have options to troubleshoot also you can select properties under driver you will have options to update driver, rollback driver or uninstall

Make sure you have the right mouse selected click start control panel mouse hardware you will see which mouse is selected in xp

I have found that the best way to adjust your mouse settings is to create a control panel in your bottom toolbar scroll to the bottom of your screen right click you will see an array of options select the toolbar option then select desktop

then you will see the desktop in the bottom toolbar select the 2 >>arrow heads then all control panel items then select mouse this is in WINDOWS 7

In XP you will have to select the new toolbar option once you have that a browse option select my computer then control panel then a control panel option will be in the bottom toolbar

For the double or single click options to open folders this will be in the folder options follow previous to get to control panel items

Click start control panel navigate folder options tick in the double click to open circle

hope this helps

Make sure your Standard toolbar is showing: Click View menu, toolbars then standard should have a check next to it. If it doesn't click on it. The standard toolbar has the new, open, save, print and other command icons.

Towards the end of this toolbar, it should have this backwards P, or Pi. If selected, it will show within a square, then click on it and should remove the "Carriage return symbols".

If you don't see it in the toolbar, at the end of the toolbar, will be another symbol like 2 small black arrows pointing to the right and both above another arrow pointing down. Click this to show icons that are not showing in the toolbar. There you should find it.
