My laptop has no signs of power. I was told a small chip on the mother board has burned out. Something to do with the power.

Sorry, but he's probably correct. You need to replace the whole motherboard.

You will never be able to find the chip to replace, let alone find someone qualified to correctly remove the bad chip and then replace it with a good one.

There is no response at all when I try to power up. I was told it is the motherboard however I have only owned the computer for 15 months and it is no longer under warranty.

Check first if you have a green light on your power adapter, If yes your power adapter is good, maybe your output cable of adapter is broken, If not, You power connector on you laptop is broken. If you laptop recieve a charge light , for sure your adapter is ok. In order to verify your motherboards is ok, remove your ram, hdd. Put back the ram and try to power On the laptop, If still no luck, the power mosfet location at the end of motherboard need to replace. Bring your laptop to expert technician.

If your motherboard traces are damaged, I would highly recommend replace the board. This model laptop can have considerably high current running through that jack and traces. if anything is weak it will burn through.

Or take it to a electronics specialist.
