the protective cap is not on the shaver when it is placed in the cleaning and charging machine. Perhaps you mean the 'head holer' You will find parts for model R-9500 at shaveroutlet.com. See links below for the head holder and the protective cap

It sounds like either the heads are packed full of hair particles and the blades can not turn OR one of the blades has been damaged and is causing it to lock up.
Try removing all of the blades and cleaning them thoroughly and also insoect the blades, particularly the one that moves when you turn it on

This problem is because the shaver has not been thoroughly cleaned. There is a build-up of hair particles where the screen snaps onto the shaver which is preventing it from latching into place. Clean it thoroughly and it should be fine
If you are certain that it is thoroughly cleaned and still have problems, your screen is worn and will need replaced. You will find replacements for model F4790 at shaveroutlet.com. See link below
