SOURCE: Static on my pair of Uniden cordless phones (Model DECT1560)

Is your base near a computer or other electronics? Also, make sure your microwave is not on. I get static if I do any of those things.

All phones have static called at AT & T and no success clearing static

The most common cause of static on the line in your home is a bad or loose wire. If all your phones are experiencing the static, it would indicate that the bad wiring is before the first phone. Check the network interface device (NID) on the outside of your home first. If you are able you could bring one of your phone outside and listen to the static as you move wires around inside the NID. Make sure they are all tight and no bare wires are touching or shorting. If you don't find the problem there check as much wiring as you can get to. If you move or affect the problem you should be able to hear it in a handset. Then check all of the phone cords especially handset cords and phone cords on the floor. I hope this helps you solve the problem. Have a wonderfull day

My owner's manual for the Uniden cordless phone EX14560 and 14561 does not tell you how to change the message on the phone.

That's because neither one is an answering machine. If you have an answering machine connected to your phone, consult its documentation. If you subscribe to an answering service offered by your telephone company, contact them for instructions and help.

Fixed problem by replacing battery. Radio Shack salesperson was kind enough to install a fresh battery to see if the phone would work. Yes, it did.

How to change channels on vtech DS6121 cordless phones?

The only way (aside from opening it up and making some modifications) is to disconnect power. Unplug the base, disconnect the handset battery, wait at least 15 seconds, then reconnect. The DS6121 only has 5 channels, and they are all within a very limited range: 1921.5 to 1928.5 Mhz, so it may or may not help with the static. (probably not)

Sounds terrible.

Be sure when you are on that phone, that you are within range, and away from any electrical interference, particularly microwaves.
