Based on the service manual 9 blinks mean: Zero Crossing Detector.
Problem in Deflection or Power supply board.

Sony Wega kp46wt520 no power up, 9 times it blinks red

You will need to replace the G board. You can try replacing the two diodes that usually fail, But because its a complex circuit with the zero cross detection the diode replacement never fixes the issue. Replacing or remanufacturing the G board is the only sure way to fix that issue.

This is called a zero cross detect problem and has to do with the power supply. There are one or two bad switching diodes in the power supply

the 9 blink code is caused by a bad diode on the pc board. The zero crossing detect circuit is not allowing the power supply to come on .

The Zero detect circuit is hard to diagnose and usually you just need to replace the G board to repair the problem.
