have you checked if the battery for the blue tooth is charged? And did you power the blue tooth device on, like wide that of the Nokia phone before you begin pairing?

If all the above are intact and the blue tooth is still not finding the phone, Then you have to test the blue tooth with another phone to be sure its not faulty.

Best regards.

For headset pairing

How to pair the phone with a Bluetooth™ headset The phone identifies and maintains up to 16 devices which are displayed in a list. To add a new device or pair a headset via bluetooth, turn Bluetooth™ on in both devices.
  1. Put headset in pairing mode. See Headset User Guide for more information, if needed.
  2. Turn on Bluetooth in your phone, Go to menu, [SETTINGS] > [CONNECTIVITY] > [BLUETOOTH] and press "Select"
  3. Choose [TURN ON] , press "Select"
  4. Choose [MY DEVICES], press "Select"
  5. Choose [NEW DEVICE], press "Select"
  6. Choose the headset to be paired and press ' Select '
  7. Enter the pass key '0000', press "Ok"
Link for headset setting, just choose the headset model

If you are using a different device the just set the Bluetooth to on on it as well
