Hello Justin1372, Personally i do not have a multi voltage adapter and charger for this model but if you type in google "buy multi voltage charger" you should be able to find something that works.
Please post what you do and how you did it. I look forward to your posts.

How to convert 220 volts to 110 volts for the iPod Touch

The battery of an iPod Touch prepared for use in the United States is designed to be reloaded from the current supplied by a 110-volt electrical system. Power is transmitted to the battery charger with an iPod battery, which are connected via a USB cable and then connected to a 110 volt outlet. To use the power of a 220 volt outlet with an iPod Touch, set the current 220 volts to 110 volts. A conversion adapter voltage, also known as "Step Down Transformer," it is necessary and can be obtained from an electronics store, a hardware store and even some drug stores.

1. Place the 220-110 voltage converter card (aka, "Step Down Transformer") next to a 220 volt outlet. Plug the adapter into the outlet.

2. Connect the end of a USB cable to the USB connector USB iPod charger iPod. Connect the other end of USB cable into your iPod's own socket on the bottom of the iPod Touch.

3. Plug the iPod into the 110 volt outlet in the battery adapter for the iPod Touch.

4. Unplug the charger from the iPod adapter and the adapter from the outlet when the battery is charged. Unplug the USB cable from the iPod charger and iPod Touch.
Ipod wont charge

first check the charger by using a FLUKE OR SIMILAR multi-meter to check the output voltage, if there is voltage then clean the contacts using an old tooth brush with non corrosive alcohol or methylated spirit

Charger dont charge battery

The charge maybe faulty, use a multi-meter and check the voltage on the plug on the adapter. The output voltage should be printed on the label on the charger.

How to get a usb charger?

You can get USB chargers at a computer shop or on the Internet.
Here are 3 links to the Internet for USB chargers.
I suggest you get a unversal USB charger that can work in different countries with different mains voltage.

Need to find

Philips is out of stock of these - I would try finding them secondhand on eBay or any place that sells broke players with good accessories. You can look at the product specs on the charge and go to Radio Shack, and see if they have something that might work:
A multi-voltage, AC/DC + USB Adapter - very hard to come by indeed.

I ordered the only charger Archos have for my Archos 605. The website listed the charger on the page for accessories for 605 but when it came it said its for the Generation 4 series. I plugged it in and not a lot happens. The green light shows as if it is charging but it isn't. Grrrr
