The resolution your computer is sending is greater than the maximum support resolution of your monitor that isn't working or is a resolution not supported. Connect one of the monitors that works and turn down the resolution to something small (800x600 or 1024,768) and then switch to the original monitor back, you should see a picture and can adjust the resolution to something larger that the monitor supports.

I assume you are talking about the desktop background that appears with your icons after the system boots up.
Go into the Control Panel and change the Desktop Background.

Click Start/Control Panel and look for Display or Personalization and Appearance and change the background on the display.

Find the picture you want to appear on the background then RIGHT CLICK on it and select the option to SET AS DESKTOP BACKGROUND.

I don't think it is with the tv. You got a high end tv there and it is ready to get hd pictures from any other source. Although your tv is ready for HD, it doesn't necessarily means that that you will get all pictures in HD. It will still depend on devices broadcasting to your TV. If the signal is not HD, definitely the final picture on your TV will not be in HD quality.

IF you can "play" the game blind, that shows the game board is working fine.
The issue can be in the monitor. That can be many reasons there is no picture .Check all plugs and connectors. Make sure the back of the CT is plugged in. Power to the monitor is present. Do you have amanual for the arcade? You should be able to find one online.

Do you see the picture tube lit up, not on the screen, but in the back of the neck of the tube? (Orange glow from the filament)

I"d suggest that you seek out a qualified service person for the game, if you are not familiar with working on electronics.

There are fuses in the cabinet power supply I believe, check those. Could be something as simple as the fuse going to the monitor.

Does the monitor show absolutely nothing, not even when first turned on? In that case maybe the cable could be defective or connected improperly, or the new computer might not be compatible (or set to output to, say, digital port, while you've got a SVGA monitor). In that case you'll need to connect a working monitor for the time required to reconfigure the computer.

If the image does appears at boot, or resetting the computer, and then disappears, it could be that the new computer is set to a resolution which is too high for the monitor, which goes in protection mode and effectively turns off. Again you'll have to gain access to the computer (maybe booting in Safe Mode) and lower its video resolution to something the monitor can handle.

I suspect that you either have a loose connection or more likely bad solder on one of your boards. Check out this link for videos on opening the unit

Iwould check all conections for a tight fit and closely examine the solder on the boards. You can use a pencil or something non conducting to push on individual parts after opening the back to isolate the problem..
