why not go to a local autoelectrics, or if in USA< (were are )
go to any ASE shop, they can find this. for sure.
like others, we are forced to guess, (kinda silly that) but we can do the tests you didnt do with your voltmeter,.
so replace the switch, or even find corroded connectors there.
hows this, it might be rusty fuses.... even in groups rusted.

now head lamps dead.
Park lamps are good but not low beam lamps,(lows and highs)
lets work head lamps, 1 at a time, HL work keys in pocket
and are simple, and makes easy tests.
so what HL do you have, on USA pickup,
the 92 is not like 81.
the 92 uses hot all time head lights
that means the switches ground the head lamps to turn them on.
this is key fact 1. (to test things facts like this are first)
ok , i have your schematic on my screen, (mitchells)
so what color wires do what.?
there is a head light relay.
it has 2 red wires, that go to a 30amp fuse. F2
if the read 0v, at any time that looking ok fuse, is NOT GOOD
looks on fuses only matter if the LOOK blown, and are.
we test them. if savvy.
the relay red/white wires go to 12v, when HL is turned on.
the relay red-blue wire is controlled by the switch
if its 12v HL on the control is failed.
if 0v, HL on, the relay is bad.
lets say the red-blue wire is 12v HL on.
that means the LH switch red-blue wire is 12v HL on
if yes, the then the switch is bad, or the black ground wire to said switch is cut,rusty or bad.
if the wire is 0v, then the the Red-blue wire is cut open.
that is 1/2 the story, so far so good, but there is more.
lets say the red-white was hot, HL on.
at the relay.
that wire goes to fuse 9 and 10.
my guess is both are not bad,. nor both rusty.
but the same ground on the main HL switch
grounds both lamps. HL.
so if the ground seen here fails , the HL have no hope.

my wild and useless guess, (i cant do this for you)
1: the grounds are bad , black, see in red below.
2; or that switch is bad, if 12vdc makes it to the 3 pins
on any headlight, 12vdc in , and 12vdc out says, the switch fails to
note how the flash lever, sends a new ground to the HL.
