It is reaching POST but not boot so I would check your harddrive is ok. Search online for a free harddrive diagnostic such as Seatools and run that.
See if it is recognised in BIOS, when it boots to the IBM screen tap F2 (or whatever button takes you to BIOS setup) and under the boot section see if your HDD is listed.
Check your harddrive is connected properly, if it is clicking or making any strange noises it may be damaged.

It sound like you have some kind off shortcut in the usb-circuits.
as soon as you connect something to your computer USB,
the protection circuits shut down the machine to protect the motherboard for further damage.
Leave your laptop to service to prevent motherboard failure.
