If it was working before lamp replaced "replace lamp" appeared on the screen either lamp somehow not in correctly, new lamp bad, or something happened during lamp installation--have you tried to put the old lamp back?
I guess I wasn't clear, I have not replace the lamp yet. I have a new one on order. The power button blinks green 117 times but the tv does not turn on

Panasonic and on turn on green light shows and then goes out and no fans, lamp does not even fire briefly----It could be lamp not good or installed correctly but usually you get a lamp light or flashing light on the front of the set----
Its a good thing the set was not working when you measured the voltage at the socket where the lamp plugs in---12,000 plus volts there and rf like spark plug wires---what bothers me is was working before replace lamp came up--and same when you put old lamp back----all these sets have a safety switch--a lever that when the back is removed OR the lamp door does not allow set to operate.
That may be the issue here--most panasonic sets it is at the lamp door and a peg etc on back side of door engages it--if find that lever try to engage it with something not metal and see if set comes up--do not look at the light if it does.
I am suspecting this as you did not if I understand correctly have this until you removed the lamp. Usually lever is small and easy to miss---it is there to prevent the set from being used with the cover of the back of the set removed or the lamp door removed.
I doubt you will find it without a service manual with schematics--can try to google for that---the lamp socket goes directly--both wires to a small circuit board---the ballast and as name implies it powers the lamp---a line from the main power supply provides an average 300 or so volts into the ballast via a plug and should be another plug or two--one for control and or feedback--it shuts the lamp etc down by indirect method---as with all electronics(I helped someone yesterday(not here) for a hour--asking the questions and narrowing down until right now he simply will with a few voltage checks/resistance checks narrow where the problem is.
These sets are a bit like the newer cars---microprocessor controlled and protected--a pulse missing or off and zap it shuts down.
willing to help as much as I can--if you can get a schematic and know how to use a voltmeter you can at least narrow it down--again what really puzzles me is the lack of a error blink code here, if lamp does not make it on and stay on you should have that--3 blinks over and over or some number sequence and that is odd.
There will be in line with the power cord a fuse but I bet it is good--follow the power cord inside to locate it.

If the power light blinks slowly,
you've tried to turn on the TV during
the lamp cooldown cycle. Wait
approximately 30 seconds, and the TV
will turn on automatically.
If light blinks, pauses for about a
minute, and blinks again: the lamp is
trying to turn on (TV will turn on
when successful). If TV doesn't turn
on and sequence continues, the lamp also
needs to be replaced.

Ok, here's the latest. I replaced the lamp and still get the same thing... Green LED on power button flashes many times then goes out. The tv does not turn on. I checked the voltage at the lamp socket and get no volts at all, AC or DC. This all started when the tv gave a message to replace the lamp. The next time I turned it on, I got just the blinking green LED and the tv did not turn on. Could it be the ballast now? Thanks!! Joe
There is absolutely NO noise coming from the tv, (no fan, no clicking), NOTHING.

I found the lever, I think. Small white in a slot where a protrusion in the door slides into it. I used a chopstick to press it and still nothing. A friend gave me this TV. When I went to get it, I turned it on and it said to replace the bulb. I can't remember if I turned it off or it turned off by itself. But the next time I tried to turn it on, at my friend's house, (within an hour), the power light just blinked green and it did not turn on, just like it is doing now. I'm not sure how long it was saying to replace the bulb before I got it, but it may have been a long time. Is there anything else I can check? I'm getting ready to open up the set. I do have an electronics background, but not with TVs. The only reason I checked the bulb socket is because I read on line it should read between 100 and 300 volts. Not so, I guess. Thank you for your help, I do appreciate it.
No fans, bulb does not fire at all.
When I plug the set in, I get a brief lighting of the 2 red lamps in the center right front of the TV.
Ok, the interlock button is black, not white. If I don't press it, there is no noise when I turn on the set, when I press it, I hear a single "click", coming from the area of the bulb. When the door is on, I hear the same click, so that tells me the door is ok.
This problem was happening before I ever opened the door to replace the bulb.
Thank you, I will try to locate a schematic. Yes, the power light blinks green 117 times and then shuts off. A steady blink, no pattern. It's strange that this all happened at once. I read somewhere that if I take the lamp out, I should hear "clicking" coming from the ballast. Is this correct? Thanks again! Joe
I see a service manual on line for purchase. It's not too expensive, so I think I will get it. My thought now is that the power supply may have gone bad. What a coincidence! Maybe I should check the price of one before getting into this too deep.
I wonder if a fuse could have blown. Do you know of any fuses inside?
I downloaded the service manual. Haven't had a chance to look at it yet.
I hope to look for the problem this week. Any advice on where to start?
