In this case the good solution would be to reinstall the operating system using a CD/DVD with windows, and to format all local disks. Or, buy a HDD DOC-station, and scan your HDD on an other computer using the antivirus, then delete all infected files. Even your original system would work.
Yes it is a virus Issue
? restart the comp in safe mode with networking i.e. by tapping F8 after restarting the comp
? download and run a full scan malwarebytes... download it from www.malwarebytes.org
Reboot in safe mode (at very first manufacturers start-up screen, press and hold F8, choose "Boot in Safe Mode". When prompted, you can either a) System Restore to an earlier date, or B) load and then run anti-virus software. I would suggest updating your virus definitions first, then running a comprehensive virus scan BEFORE trying the System Restore (many re-boot issues are code-executed, and are usually because of a virus). If you need to do a restore, pick a date well before the problem occured, as is may be an older issue than just the re-boot problem!
First of all get a good Malware and an anti-virus programm [I use AVG n its good] n try removing any viruses that must have found way into your computer.
Secondly stop using Internet Explorer coz it's very vulnerable to Viruses.I suggest u use Google Chrome download from here: http://www.google.com/chrome/eula.html Click 'Accept and install'.
Thirdly keep your Anti-Virus and Windows Up-to-date.
If you have a virus/spyware which it sounds like you do, you are going to be paying $200 for removal and about 129$ for a standard security setup! It will be cheaper to fix the problem, You are looking around a min. of $400 for a new pc and $149 for the full advanced security! Cheaper to fix it.
