First, you should check your Windows device manager to see if the drivers for that piece of hardware are working properly. Now if that's all cleared up, I know that on my laptop, the integrated webcam only turns on when there's a piece of software asking it to run. Try finding your manufacture's webcam software. For me, it's Toshiba Webcam Software. Run the program and see if the webcam turns on. I hope this helps!

Normally a webcam only turns on when there is an application that needs it. My first suggestion would be to ensure that you have a driver for the webcam. If you have not uninstalled anything since you bought the laptop, then you shouldn't have to worry.
This site (http://www.cameroid.com/snap.php) will let you take pictures with your webcam. Applications like Skype and Windows Live Messenger will also let you turn on your webcam.

it will turn on when you use an application that can use the webcam if you have software HP Webcam software, launch that, and then the camera should auto start
There should be a software option somewhere, in some program, but until you find it or someone that has one let's you know, I would just unplug it. Maybe someone else knows how, good luck.
can not figure out how to turn on web cam, went to device manager pulled up wc and it said everything was running but I have no icon on the desktop. HELP
There should be an icon on your desktop for the webcam, if not try checking in your device manager to see if it is enabled..go to control panel>system>hardware>device manager It should be under the imaging devices.
