Hello Everyone, My LCD monitor is displaying White Horizental Lines through out the screen from last one week, Some times it becomes quite OK (without a minor problem even) & then again revert back to the same problem / condition. When lines are increased, screen starts to blink too (gets off for 2-6 seconds even). When lines decreases, screen stops blinking or seldom blinks, Please help me with a solution. Thanks in advance.

Video card is plugged via DVI cable? If the board in the flat panel is going bad ( main signal pcb) video card can be going up and down scale to control its sync with no luck, causing the CPU useage problem.Only ever seen this once. Normally, the monitor will not cause and performance issues other than you cannot see anything.

Check the capacitors on the power supply if any on the secondary side are bulged replace them all with low ESR substitutes. Panasonic FC work well.
Also check the transistors around the inverter output transformers there are two on each side. Check them with the diode function of your DMM if any measure shorted replace both in the pair. You can find these on e-bay.
That is a power board / inverter assembly getting it would be extremely hard not to mention expensive.

Check if there is anything wrong with the video input cable to the monitor. If not then you should move ahead with the replacement of the ceramic fuses. There should be around 6 of them in most monitors i have fixed. They will look like this(click here) They should cost you around 1$ each.
If none of these work then your monitor's inverter board is probably screwed and needs to be replaced. should cost you around 30-60$.

A blinking blue light indiactes that your power-inverter board is not
putting out what it should. It needs an overhaul which may be a simple
as changing out the capacitors on the boards.
It could go beyong that to transistors or even a bad bulb.
It will have to be opened up to do that.
A picture may show visual signs of damage. If you can take one and email it to me , I'll take a look.

If the power light does not turn color and stay's green on startup, it is not a power problem. It is most likely the inverter. If the unit is in warranty, send it out ASAP. Contact HP customer care by email and have the issue logged in.
If in warranty, they will send you a box by FedX second day and have repaired.
This is a 19" monitor and will not be worth paying for repairs if not in warranty.

Thanks for your ultimate support.
For confirmation I checked as under:
1: I was working on LCD in question connected to PC & it was doing quite OK.
2: Suddenly, white horizental lines & screen blinks appeared again that were two much in volume.
Note: There is a UPS in between main power supply & PC, LCD monitor.
3: I switched wall socket button off but keep the electric plug, plug in with in the wall socket.
4: The lines reduced a lot & no more blinks found.
5: Then i Plug off the switch too & all converted on UPS & every thing was quite normal again.
6: I repeated this several times & found there is some thing wrong with in the wall socket & nothing has happend to LCD.
Please comment what is wrong with wall socket. What thing is interupting with my system so i can call the electrition.
