Question about Medion MD 7317 17" Flat Panel LCD Monitor
For awhile now the monitor has been having problems when cold. It would come on all fuzzy, picture would black out, come back, do it several times and I would power off monitor, then back on and it cleared up after 45 seconds. Yesterday I heard a pop and it went off, no power. Couldn't get it to come back on.
Sounds like your monitor just fried itself.
Since monitors are hazardous, tricky to fix, and are quickly outdated within a year, by a monitor with a bigger size and resolution.
To answer your question: Your monitor is bricked, and will need to be replaced with a new monitor.
