That tube would be the overflow tube. Your carb float is sticking open and allowing fuel to flow in constantly. You need to take carb apart, clean needle valve, and inspect or replace carb float.

Hello - i don't know whether you have sorted this or not, but ill help you anyway. Well.. First of all to get to the kickstart mechanism, you need to drain the oil. Get an oil tub, or a metal jug, or anything along those lines and place it underneath the engine..
Underneath the engine there is a big bolt which should have a red rubber washer, well.. undo that. The oil will drain out of it, tilt the bike left and right to make sure it's all out.
Now you undo the bolts, holding the clutch cover on, this will reveal the clutch. In the middle of the clutch there is a ring with teeth on it, bend them out and the clutch will just pull off, also there is a circlip so be careful and dont lose it. Now it's time to take the whole engine casing off, just undo all of the bolts, and keep them in order because some are different sizes. There is a large gasket so make sure you dont rip it!
There it is. The spring mechanism, if you want to go further, you will have to take the cylinder off to split the engine to get to the gear box.
