There should be a drain plug on the underside of the mower deck. Raise that side of deck, remove the plug and drain the oil. Replace the plug and add new oil. Hope this helped.

Sounds like you have a carb problem here. If your not familiar with the carb have someone qualified to do it. Other wise it sounds like the jet in the carb has dirt in it, obstructing the gas passage. Most of those jets are directly in the bottom of the carburetor. Remove it and be careful not to drop the bowl because if you do you could cause the float to move and that could get stuck and then not shut the fuel flow off to the bowl when re installed. Good luck
