Well abcopeland, you can add another ram (the easiest way). Do scan disk (to remove unnesassary file) & defragmentation. Check also weather your pc have been infected or not by installing a good anti virus.

First thing to do to speed up a computer even with this slow processor is to remove some unnecessary program installed on the computer, then run a good anti virus and anti malware software some Avast and Malwarebytes to make sure that not a virus or malware is causing this slow computer and the best thing to is to add up a Mermoy on your computer that will surely make it much faster....

upgrading your processor will not speed up your internet only the overall speed of your system. try antivirus scan or remove any spamware/ clean out temporary internet files. look at ways to speed up your browser. Consider increasing your internet speed via your internet/broadband provider.
First, your pc5300 memory runs default at 6300Mhz, not 333. Perhaps your motherboard Front Side Bus line is 333 in which case the memory will drop to that speed, but if the FSB and memory match speed, then it would run at 6300. Since you have an older unit, I would suppose you are running only 333, and that is average speed for that config. In addition, you are only running 1 gig RAM, which is woefully inadequate for Windows 7, so everything you do is going to be slow.

slow pc is the cause of many problems.
1=firstly,use disk cleanup.
2=secondly,regularly defragment your hard disk.
3=thirdly,try to switch over to pentium 4 3.0 Ghz or intel core 2 duo.
4=at last,change your motherboard to ddr2 Ram supporting Board.
Just a bit of information. Your slow speed reguards to DSL is bull. Unless your ISP requires your system to run a min Mhz cpu. Cant really suggest how high you can up your cpu unless we know the model of the board & it wouldn't hurt to know the bios version too.
