This guide will help you unock your iPhone using ultrasn0w 1.3 to let you use sim cards from other carriers worldwide. This is ONLY FOR JAILBROKEN iPhones. If yours is not yet jailbroken, CLICK HERE for guide on how to jailbreak.Ultrasn0w 1.3 unlocks the following basebands for all iPhones:

Go to Manage and tap on Sources, at the middle of the page
Tap repo666.ultrasn0w.com (If the repo is not in your Sources read below)
Tap Install, then tap Confirm
Wait until the installation finishes
After the reboot, you should get a signal for your sim carrier, wherever you are in the world. That means your iPhone is now unlocked.
If repo666.ultrasn0w.com is not in your Sources, do this first:
While in Cydia's Sources page, tap Edit(top-right corner)
Tap Add(top-left corner)
Type this on the text box: http://repo666.ultrasn0w.com(with the number zero NOT the letter "O" in ultrasn0w)
Tap Add Source
Tap Done(top-right corner)
Proceed to number 3 on the first part of this guide.
On the top of your device you will find the SIM tray. There, you'll see a little hole. If you have the SIM eject tool, insert its end firmly into the hole, until the SIM tray pops up (a paper clip would also do the trick, instead of the SIM eject tool). Remove the SIM tray, place your SIM card into it (aligning the angled corner), and carefully place the SIM tray (along with the SIM card) back to its place. Hope it works for you.

Check the top left corner of iPhone's display to make sure you have a strong signal: If you don't have a strong signal, try moving to a different location. If you're indoors, try going outdoors or moving close to a window.
At the top of the phone, you should see a little black hole. If you poke it with something like a paper clip or the tool that came with the phone, a tray will come out. You put the SIM in the tray, the cutoff corner should be on the top left if the screen of the phone is facing you.
I have not heard anything about before or after charging mattering. As long as the phone is not powered on.

Try This: 1. Remove Sim Card 2. Hold in 'Home' button and 'On/Off' button together until Apple logo appears 3. Replace Sim Card 4. Hold in 'Home' button and 'On/Off' button together until normal phone screen appears.
Also, Try this: 1.) Shut down the iPhone 3G. 2.) Start up iTunes 3.) Hold down HOME button on the iPhone 3G 4.) While keeping the HOME button depressed, plug in the Sync cable 5.) A message will pop up to ask if you want to reset. 6.) Just click YES and the reset process should start.
