First perform battery test and make sure that your battery is producing the cranking amps to turn starter over. If battery passes battery load test, check and make sure that the battery terminal connecting ends are clean and tight. Check ground cable and make sure that the connections between battery to engine block and frame are good as well. Make sure that the battery connection going to the starter is tight. If that checks out okay, then you may have a bad starter solenoid. Hope this information helps out.
Sounds like contaminated or stale fuel OR dirt/moisture in the carburetor. Remove the float bowl from the carburetor, clean it out, use some carburetor spray cleaner to clean the main jet in the carburetor and reasssemble
Does it have a primer bulb on the side of the engine? If so, it is probably a bad bulb, or the hoses connected to it. You can prime enough gas to start the engine and briefly run it, but the cracks in the bulb or hoses allow air to get sucked into the carburetor not gas. This is what kills the engine. You can pick up a repair kit at just about any hardware store for less than $10.
I have no idea if your problem is related to mine, but my B&D electric mower did the same. The cord worked on other equipment so wasn't a bad cord. It turned out I had to get a higher amp cord for the mower. Why it worked for a while on the other cord I don't know but I've had no further problems with it. The cord was expensive though.
Shot in the dark here. If the mulcher is tripping and needs to turned off then back on, it's defective and should be replaced. If the circuit breaker in your house panel is tripping, try to use different circuit on a 20 amp circuit breaker. If your using a plug that is controlled by a GFCI receptacle or breaker, move to a different plug. GFCI receptacles tend trip when motor loads are applied. These are my best guesses since I'm not sure what exactly you are reseting.
