Some video cards have detailed settings available, to include doing what you describe so the monitor (specially built ones) can be turned on it's mount, mostly in order to display a tall legal-sized document full-screen. Pretty cool, if you're a lawyer or something, but not if you didn't plan on it happening! Get into your video settings in Control Panel and go through it carefully to see if a box got checked by mistake.

Open the picture(With Windows Picture & Fax viewer)
Type "CTRL+K" to turn the picture 90 degrees clockwise. Additionally, instead of using the command keys, you may select the "mountain" icon. This icon located next to the magnifying glass icon on the bottom of the picture.
