I have an Envision 20" flat screen monitor. It has an auto adjust
button. Everytime I turn on the computer for the first time, I have to
hit auto adjust or else the upper bar is off the screen (for instance,
I can't see the minimize/max/close buttons).
Is there anyway I can get it to auto adjust without hitting the auto adjust button every time?

Yes it may be a memory problem inside the monitor replace the memory from technical person
or refer the manual with the monitor some trick may given so that push menu twotimes or operate like mobole button
Auto adjust would retore the screen to what is usual of the Tv not the users expectations. Usimng the brigtgness contrast buttons to control a picture quality accustomed.

do you mean to either replace it myself or ask someone who knows how, such as a technical person?"

I think you're saying to look at the manual for some trick? There doesn't seem to be any 'tricks' in the manual. I tried pushing the menu button twice. No luck. What do you mean by "mobole" button?
