check in the bios whether your hard disk is detected or not, if not then you have a problem in hard disk or if its detecting then your operating system has become corrupt, reinstall it

if your hard disk is detecting, then put up a bootable os cd on your rom and make first boot device as cd rom on bios then install it

My laptop says a disk red error occurred and will not boot up it goes in circles asking for restarts and says the same thing also iam getting this message as well PXE-E61 MEDIA TEST FAILURE CHECK...

"PXE-E61 MEDIA TEST FAILURE CHECK CABLE"
This means that the motherboard and harddrive are not communicating correctly, there is no data cable to connect the harddrive to the motherboard on a laptop the harddrive connecting plug is soldered directly to the the motherboard.
Either your harddrive is dying, or your motherboard has gone faulty. Laptop repairs are quite involved, if you are not familiar with taking laptops apart I would suggest you get profesional help with this problem.
If you want to have a go yourself I can point you in the direction of websites I use when doing laptop repairs.

Your Acer is trying to boot from Network and not hard drive.

You will have to go into the set-up utility(BIOS) and de-select network as a boot option.
