Sounds like installation froze up on you. Reboot the system using key combination Control Alt Delete. You may have to do this twice to reboot the system. Installation should begin again. If not you will have to begin installation from beginning and try again.

DELL DIMENSION E521 BSOD???? HELP?!

Try running the Check Disk Utility.

To run the check disk utility you will need a repair disc ora operating system disc. Put the disc in the cd drive and boot fromit. You want to get to the Dos Command Prompt (Black screen with whiteletters) and type the following command: chkdsk /r
Check disk will run well over an hour or two and you will notice thepercentages going from high to low, this is normal. Let it run tocompletion. Then reboot machine.

If check disk fails to solve your problem you might have to reinstall windows.Try doing a Repair Install that way you don't loose your data, documents, music, pictures, videos or programs.

In windows xp you get to the dos command prompt by selecting R for repair whenthe options appear.

In Vista and Windows 7 you want to get to the recoveryconsole and look down at the bottom of the window for the Dos Command.

I have tried to re-install windows xp on my dell 1100 with the cd but it stops at the second to last step and then I get a fatal error that states the component that windows needs to install windows xp...

This article from microsoft may help. For some reson there is a corrupt file or a file is not being completed in the install.
Also if your reinstalling xp,try a clean install.
When you boot from the cd and strike a key to setup.Choose the erase partition and format . Use the quick format. Once this is done pc should reboot. Then do the setup on the clean formated drive.
Anyway here is a link to the article.Try a clean install first.

Very very very slow performance

That is way off buddy should take no more than 1 hour to install and you should be able to boot up into windows in 30 seconds or less. I suggest you first run a virus checker. You probably have a virus that is why it is taking so long. If their are too many virus;s then wipe all the data off your hard drive and reinstall. That will get rid of the virus. Also run disk cleanup and disk defrag that are in the accessories/system tools. Good luck, let me know if you have any questions.

One thing to try is this:

When the pc starts to boot up from the disk, and you get to the point where it asks which partition to install Windows, go ahead and delete all partitions (unless one has the restore image, or you just want to keep a separate partition), or just the main big one. Now follow the instructions to create a partition, and make it as big as desired, again depending on weather you want two, or just one large one. Now tell the pc to install Windows on the newly created partition and see what happens.
I am trying to help, so please don't rate me, UNLESS I fixed it. Thanks!

Need a destructive restore...?

If you are going to restore with the disks, all the OS updates and programs you have installed will be discarded and you will end up with a disk full of junk.
Also, I had one of those dells a few months ago. If you just want to do a clean install, backup your data and re-install the OS (windows, I guess), but before you do that, go to Dell's site, and download the drivers for your OS. I believe there isn't anything absolutely necessary you can not get there.

How do I get HP to give me a new Pavilion SlimLine s3300z?

With the level of problems that you are describing, you should have taken the machine back to the point of purchas and demanded a replacement. I would start there. The selling store is your first point of reference. They want to keep good customers. This is clearly a problem machine and should be replaced. The store should be able to guide you through the process. Speak with a manager and have documentation to support the efforts that you have done to resolve this outside of the store.
Keep us posted.
