If your only problem is the monitor i.e. no system lockups or unexpected re-boots that could be associated with an interrupted power supply, I would suggest the problem lies with the monitor itself, could be something a simple as a loose connector, have it looked at by a pro.

How do i Fix New Nonworking Belkin 8 outlet surge protector? Plugged in once, tripped the circuit breaker, now doesn;t work at all.

Hi
The link you mention relates to Belkin's range of computer cards and network equipment. The drivers on this site will not help you at all since the Surge Protector is related only to the power supply to your machine. Its purpose is to prevent surges and dips in the electrical supply that might be harmful getting to your electronic equipment and damaging it. They require no drivers and have no means of applying them either.
If it blew the circuit breaker the first time you used it, and it doesn't work - anywhere - then its faulty. You mention that it is new, therefore don't make any attempt to repair it, open it or anything, just take it back to where you bought for replacement, since it was clearly not of "merchantable quality".
Hope this is helpful, if so would you please register that with Fixya
Cheers

Screen is flickering constantly and goes black after a while

Look for your computer's monitor settings, then adjust its refresh rate.
To modify a refresh rate on Windows, right-click anywhere on the Windows desktop.
Select "Properties," then choose the "Display Properties" tab on the window that appears.

Click the "Settings" option, then select "Advanced" from the window that appears.
Choose the "Monitor" tab, which lets you access a drop-down menu with the options for refresh settings adjustments. As a basic guide, use a setting of at least 75 hertz.

Confirm the change by clicking "Apply." Reboot the PC to ensure the new settings on the screen take effect.
Check your screen if the blinking problem is resolved. If not, try a higher refresh setting. If there is no change on the flickering of the screen, this means the problem is not caused by the screen's refresh rate. If your computer is not running on a battery or surge protector, shut it down to safely transfer the plug to another outlet Hope this helps.

My laptop pluged in but not charging

There could be many problems with your laptopFirst, check if your laptop was plugged into a surge protector (ex. Power Strip). If it wasn't, a surge could destroy the charger, power supply, or even motherboard.
Second, try a different charger. If it was the charger that broke, then try a different one. I have had this happen to many off my computers over the years.
If it is fried, take it to Staples, or a local computer shop. I would always recommend plugging computers into surge protectors. Good luck!

Wont turn on

1.Plug the Inspiron's AC power cord into a power outlet and try to power on the laptop again. By far the most common cause of a laptop's not powering on is a dead battery.
2.Plug the AC adapter into a different outlet to check for a "dead" outlet. If you have the cable plugged into a surge protector, plug the cord into a different slot on the surge protector or "bypass" the surge protector by plugging the cable into an electrical outlet. If the Inspiron now powers on, replace the surge protector or have an electrician examine any "dead" outlets in the home.
3.Open the battery bay on the underside of the Inspiron by sliding the battery bay latch release lock upward and the battery bay latch release to the right. Once both latches are released, the battery bay should open.
4.Remove the battery.
5.Purchase a compatible replacement battery for laptop. Be aware that using an incompatible battery can cause damage to your computer. If you have any doubt as to compatibility, the best option is to purchase the replacement battery directly from your laptop's manufacturer.
6.Install the new battery by following the battery-removal procedure in reverse order. Once the new battery is installed, try again to power on the laptop. If there is still no power, seek professional repair advice.

I hope you find it very helpful.

Can not start lap top

  1. If your desktop computer does nothing at all when you try to start it, first check that the power cable is securely plugged in at the back of the computer as well as into a working power outlet. It's amazing how often this is the case.
  2. Step 2 If you're starting from a button on the keyboard, make sure the keyboard is connected to the computer.
  3. Step 3 If the computer is plugged into a surge protector, see if the surge protector has a reset switch that you can push. (If it doesn't have a reset switch and the problem is with the surge protector, it will need to be replaced.) Try plugging a lamp or other device into one of the surge protector's outlets to make sure it's working.
  4. Step 4 If you can hear the computer's fan or hard-disk drive, or if you can see indicator lights on the main unit but the monitor stays dark, make sure that the monitor is connected to a working power source, that it's turned on and that it's securely connected to the computer via the video cable.
  5. Step 5 If the monitor and computer have power but the computer displays a "Non-system disk or disk error" message, check to make sure you didn't leave a disk in the A: drive. If you did, eject it and restart the computer.
  6. Step 6 If the operating system still won't start even though the computer and monitor have power, try restarting with a Windows CD-ROM in the CD-ROM drive or, if you've got a Macintosh, with a Mac OS disc in the CD-ROM drive. (You can start a Mac from the CDROM drive by holding down the C key while starting up.)
  7. Step 7 If the operating system then starts, your problem is probably with the startup hard drive or with the operating system installed on it. If you can't fix the drive, you'll have to replace it. (See also How to Fix Bad Sectors on a Hard Disk and How to Recover Lost Files.)

Sounds to me like your battery is not putting out the correct voltage and the screen is fluctuating with the voltage difference.

Power adaptor is broken

You can buy power adapters from Amazon.com. You might want to buy a surge protector and plug it into that. Most likely you live in an apartment or older house where the power damaged your power adaptor. Get a good surge protector to plug in all your devices to.
Here is the link to buy from Amazon.

Presario 2200 won't turn on after local power outage

Hi Mellisa,
If there isn't any lights on the laptop when it is plugged into the mains supply there is a power problem.
Check the surge protector, has got a reset button?
Plug a lamp into this surge board, if the lamp lights up when the board is connected to the mains then the surge board is OK.
Next check the laptop's power adapter with a multimeter, the voltage reading should be as per the label on the adapter. If the voltage is less than the voltage on the label, then it is faulty and needs to be replaced.
Borrow another adapter to connect to your laptop to see if it powers up or take it to your friendly computer shop to test it.

Restart problem

You may have to hard reset it by unplugging the cord itself and plugging it back in. When power comes back during power shortage, there may be a power surge rushing to the modem/router causing it to behave abnormally. Also, you may want to put power surge protection on it as it may damage you modem/router as i did mine.
