My LCD screen turns white

my LCD screen turns white or blank. what is the deal with this? I have to turn my phone off and then back on to get it working. This is NOT good, what if I had an emergency!

-   Same Problem, the screen turns white with little black lines at first. I have to turn it off and one to make it work again
