Anything with a compressor in it should always be left for 24 hours standing upright then you can plug it in

You should worry , the 12 amps is a locked rotor on the compressor , it may be the over load relay control on the compressor as well , try replacing the over load start relay first , they are not expensive , if this does not fix it you can try installing a booster like a rco410 but the comp. can not take that abuse for years from the booster. when the comp. is running normal it will draw roughly 1.5 - 3.0 amps.

the unit has a higher heat load than normal after being off for a time. the compressor draws alot of amps and could easily trip a ground fault cb. The breaker should have a ground wire hooked into the back of the breaker that is connected to the nuetral or ground bar. this wire should be at least 12 guage wire if it is on a 15amp breaker
